國防部長嚴明今天上午在立院答詢時表示，為協助解決募兵制的龐大財政負擔，政府研擬開徵「募兵捐」，詳情正由財政部規劃。不過財政部長張盛和下午表示，目前沒有這樣的規劃。

張盛和說，當初財政部研擬「財政健全方案」時，的確曾經提出過開徵募兵附加捐的主張，但最後方案定案時，並未將募兵捐納入。

對此，國防部主計局長陳麒解釋，財政健全方案最後定稿時，募兵捐的構想的確「被抽掉了」。不過國防部目前正在推動「募兵制暫行條例」的立法，會爭取在條例中制訂相關條文。
